As countries in the world learn to live with COVID-19, and try every means to make a steady comeback this year, Taiwan recognizes the importance to apply Science, Technology and Innovation to support economic recovery and pave a calibrated way to reconnect the dynamic economy. To enhance connectivity in the long term, The Innosight Workshop will continue conversations on broadening the innovative schemes with regional STI-related government departments to facilitate industrial re-connection.
This year, the 9th Innosight Workshop will be co-hosted with the “ Taiwan Innotech Expo”, which features thousands of the latest technologies and virtual demonstrations. Meanwhile, the Workshop will focus on two topics: 1) Policy Sharing: STI facilitates restoring Industrial connectivity, and 2) Best Practice: STI applies to Climate Tech and Sustainable Ecosystem. We look forward to working with our regional partners to accelerate economic recovery in the Asia-Pacific region.

Dr. Pei-Zen Chang joined ITRI in 2016 and is responsible for supervising industrial technology R&D, international cooperation, and venture capital businesses. Prior to ITRI, he served as the Deputy Executive Secretary of Executive Yuan Science and Technology Advisory Group and Adjunct Consultant to the Ministry of Economic Affairs, promoting the development of forward-looking technologies for Taiwan. He was also a professor and Secretary-General at National Taiwan University (NTU), where he was dedicated to basic technological research and fostering industry-academia cooperation.
Dr. Chang has been spearheading ITRI’s technological R&D in information, communications, electronics, optoelectronics, and biomedical technologies. Recent focuses include artificial intelligence, 5G communication systems, semiconductors, displays, Internet of Things, cell therapy, and precision medicine. He is committed to promoting international affairs, assisting Taiwan and its research organizations in establishing technical cooperation with global partners. Dr. Chang has been supervising an international program of Department of Industrial Technology under Ministry of Economic Affairs and led delegations to visit 20 countries across America, Europe, and Asia. As the Vice Chairperson of the Research Organizations International Network (RIN) under the European Association of Research Technology Organizations (EARTO), he was engaged in the establishment of this working group to expand EARTO’s reach beyond Europe.
Regarding his government service experience, Dr. Chang served as the Deputy Executive Secretary of Executive Yuan Science and Technology Advisory Group (now known as the Board of Science and Technology, Executive Yuan), assisting the Premier in planning and promoting the national development of key innovative technologies such as broadband communications, cybersecurity, renewable energy,
telemedicine, robotics, smart homes, and nanotechnology. He also supervised the national science and technology budgets and has considerable expertise in coordinating interdepartmental science and technology projects. Dr. Chang was appointed the Adjunct Consultant and Technical Committee Chairperson of the Ministry of Economic Affairs to assist the ministry in enhancing the development of electronics, optoelectronics, communications, machinery, manufacturing, new energy sources, and medical devices. Based on these experiences, he has an in-depth understanding of Taiwan’s industrial prowess and its strategic position in international markets.
Dr. Chang used to be a professor at the Institute of Applied Mechanics at NTU. His research topics include the integration of microelectromechanical systems (MEMS) and integrated circuits (CMOS) as well as electromagnetic mechanical systems. He has published 75 international journal articles and 106 conference papers and holds 30 patents. During his tenure as a professor, he established a MEMS and nanotechnology research laboratory and served as the Secretary-General, assisting the president of NTU in managing administrative duties.

So Hyun KWON is a senior researcher at the Division of Global Innovation Strategy Research in Science and Technology Policy Institute(STEPI), a policy think-tank for science, technology and innovation(STI) policies in Korea.
As a researcher and a coordinator, she is involved in STI policy consulting projects and STI capacity-building such as the multilateral cooperation projects and the development cooperation projects in partnership with Latin America, the Middle East, and Southeast Asia.
Her research interests are international STI cooperation, science diplomacy, international development, and international areas studies on biodiversity, climate change, energy, and STI policy. Before joining in STEPI, she worked as a researcher at Korea Energy Economics Institute, Korea Environment Institute, and Korea Environment Corporation.
She is currently serving as a delegate and focal point of ROK at the APEC Policy Partnership on Science, Technology and Innovation. She coordinates the Ministry of Science&ICT of Korea and PPSTI centers in Korea and conducts STI policy research in Asia-Pacific and global energy&climate policy. She is also actively participating in bilateral and multilateral STI cooperation projects.

He has completed his bachelor's degree in Mechanical and Materials Engineering from the Mie University, Japan, in 1994. Uri is the founding CEO of the Start-Up Nation Policy Institute, a think tank that seeks to provide Israeli decision makers with data-based research and policy recommendations on a range of innovation-related topics. He is also chairman of the board of Scale-Up Velocity, a human capital operations platform under the Start-Up Nation Central umbrella that specializes in high-tech training programs.
Uri is the former Co-General Manager and VP of Strategy of Start-Up Nation Central, prior to which he served for seven years as the Chief Strategy Officer and Head of the Strategy and Economic Division in the Israel Innovation Authority (IIA). He has led the division since its establishment in October 2011, focusing on strategy, evaluation, budget planning, and research. For five years prior, he was a senior economist at the National Economic Council in the Prime Minister’s Office, leading the Macroeconomic team at the National Economic Council. In addition, he teaches courses focusing on the economics of innovation and theoretical economics.

Mr. Deng started a career as a mechanical engineer at NCSIST (National Chung-Shan Institute of Science and Technology) and joined ITRI in 1993. After holding the technical manager position for a few years, he was promoted to deputy division director. In 2010, Mr. Deng changed to a different career ladder by focusing on international business development. He and his team successfully facilitated various S&T collaborations with France, Czech, Thailand, Malaysia, etc. In 2017, he became the business director of the ITRI Netherlands Office. Three years later, he took a new role in Berlin as the ITRI Representative of Europe to supervise three offices in the Netherlands, Germany and Russia. He was appointed the International Affairs Officer of Strategic Regions Group in 2022, leading the business development in Oceania, Asia (excluding Japan) and the Middle East.

Karen is the Founder and CEO of Alterpacks with over 20 years’ experience working in global media companies in creative strategy, business development, marketing and communications. After witnessing whole communities choking under the weight of their garbage, she was determined to transform the mountains of waste into a sea of opportunity. Alterpacks uses food disposed by manufacturers to create food containers to replace plastic packaging. The Singapore based start-up worked with the United Nations Development Programme to combat plastic pollution in Indonesia; won the Enterprise Singapore Sustainability Open Innovation Challenge in packaging and is working on several pilots across Asia. Karen is a graduate of the National University of Singapore with a degree in Mathematics and an Honours Degree (2nd Upper) in History. She holds a MSc in Innovation from the Singapore Management University (SMU), was on the Dean’s List and is a Leadership Scholar.

Dr. Shih-Chieh Liao is the Deputy Division Director of Energy Storage Materials and Tech of Industrial Technology Research Institute (ITRI) of TAIWAN. He is also the executive committee member of TAIWAN Powder and Powder Metallurgy Association. His research area and expertise are Li-ion batteries and materials.
Dr. Liao received his Ph.D. in Materials Science and Engineering from Rutgers University (New Brunswick, NJ) in 1996. He won the Hoechst Celanese Graduate Excellence Award in 1994. From 1996 to 1999, he was a postdoctoral researcher at the Rutgers Center for Nanomaterials. In August 1999, he returned to TAIWAN to join the ITRI. Dr. Liao has published more than 40 SCI papers and been granted 25 invention patents. He received the Outstanding Technical Paper Award from the Metal Powder Indus-tries Federation of USA in 2000 and the R&D 100 Awards (USA) in 2020. Dr. Liao has successfully transferred a few lithium-batteries and materials technologies to domestic manufacturers and won several awards from ITRI and Ministry of Economic Affairs.
