Session I：疫後再鏈結 運用STI加速產業鏈重建之科研政策分享

  張培仁副院長

  張培仁副院長於2016年加入工業技術研究院，督導產業技術研發、國際合作與創業投資業務。在加入工研院前曾擔任行政院科技政策主管與經濟部顧問，推動臺灣重要前瞻科技之發展；並曾擔任國立台灣大學教授及主管，進行基礎科技研究與推動產學合作。
  
  
  
  張副院長在工研院負責資訊、通訊、電子、光電、機械等領域之技術研發，近期重要之研發項目包含人工智慧、5G通訊系統、半導體、顯示器、物聯網、智慧製造、自駕車、無人機等。同時，張副院長也致力推動國際合作事務，協助臺灣政府與多國政府建立技術合作協定，以及協助臺灣之研究機構與產業界建立國際合作關係。近幾年先後帶領產官研團隊拜訪德國、法國、英國、西班牙、芬蘭、俄羅斯、捷克、斯洛伐克、立陶宛、美國、巴西、智利、阿根廷、中國、日本、印度、馬來西亞、印尼、泰國、菲律賓等國。此外，張副院長也督導工研院所屬創業投資子公司，目前主要投資在美國、日本、臺灣之資訊、通訊、電子、生醫、服務等高科技新創公司。
  
  
  
  在政府服務經驗方面，張副院長曾擔任行政院科技顧問組副執行秘書，協助行政院長規劃及推動全國重要前瞻科技之發展，包含寬頻通訊、資訊安全、再生能源、遠距醫療、機器人、智慧家庭、奈米科技等。並負責督導全國科技預算編列及審查作業，對於跨部會科技計畫之規劃與整合具有豐富經驗。他也多次擔任經濟部技術顧問及技術委員會召集人，協助經濟部推動電子、光電、通訊、機械、製造、新能源、醫療器材等科技發展，對於臺灣產業能量及國際產業分工有深入之瞭解。
  
  
  
  張副院長曾擔任國立臺灣大學應用力學研究所教授，研究主題為微機電系統(MEMS)與積體電路(CMOS)之整合以及電磁機械系統，共發表過75篇國際期刊論文與106篇會議論文，並擁有30件專利。在擔任教授期間建立MEMS與Nanotechnology研究實驗室，以及兼任主任秘書，協助台大校長管理全校行政事務。

  So Hyun KWON is a senior researcher at the Division of Global Innovation Strategy Research in Science and Technology Policy Institute(STEPI), a policy think-tank for science, technology and innovation(STI) policies in Korea.
  
  
  
  As a researcher and a coordinator, she is involved in STI policy consulting projects and STI capacity-building such as the multilateral cooperation projects and the development cooperation projects in partnership with Latin America, the Middle East, and Southeast Asia.
  
  
  
  Her research interests are international STI cooperation, science diplomacy, international development, and international areas studies on biodiversity, climate change, energy, and STI policy. Before joining in STEPI, she worked as a researcher at Korea Energy Economics Institute, Korea Environment Institute, and Korea Environment Corporation.
  
  
  
  She is currently serving as a delegate and focal point of ROK at the APEC Policy Partnership on Science, Technology and Innovation. She coordinates the Ministry of Science&ICT of Korea and PPSTI centers in Korea and conducts STI policy research in Asia-Pacific and global energy&climate policy. She is also actively participating in bilateral and multilateral STI cooperation projects.

  Ms.Nirada Werasopon is an Assistant to the President at Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO) in Bangkok, Thailand. She supervises Division of International Policy Partnership on Higher Education, Science, Research and Innovation, Division of Innovation Economy Policy, Division of Thailand Higher Education and Innovation Policy Accelerato, and Division of Social and Cultural Innovation Policy. She holds an LL.M Master of Laws from Queensland University of Technology, Australia. Her expertise is commercial law and intellectual property.

  Dr. Anugerah Widiyanto is an acting Director of Human Development, Demography, and Culture Policy, Deputy for Development Policy, at National Research and Innovation Agency (BRIN) Indonesia. He has completed his bachelor's degree in Mechanical and Materials Engineering from the Mie University, Japan, in 1994. He received Master's degree in Mechanical Engineering (2021) and received his Doctor of Engineering (2004) at the same University where completed his undergraduate degree. Previously, he has worked at the Agency for Assessment and Application of Technology (BPP Teknologi), Indonesia from 1988 to 2021. He was the former head of Technology based Incubation Center (BIT), Agency for the Assessment and Application of Technology. He was also visiting Professor at Ritsumeikan Asia Pacific University (APU), Japan, from 2008 to 2015. He has published numerous papers, both in scholarly journals and conference papers.

  Uri is the founding CEO of the Start-Up Nation Policy Institute, a think tank that seeks to provide Israeli decision makers with data-based research and policy recommendations on a range of innovation-related topics. He is also chairman of the board of Scale-Up Velocity, a human capital operations platform under the Start-Up Nation Central umbrella that specializes in high-tech training programs.
  Uri is the former Co-General Manager and VP of Strategy of Start-Up Nation Central, prior to which he served for seven years as the Chief Strategy Officer and Head of the Strategy and Economic Division in the Israel Innovation Authority (IIA). He has led the division since its establishment in October 2011, focusing on strategy, evaluation, budget planning, and research. For five years prior, he was a senior economist at the National Economic Council in the Prime Minister’s Office, leading the Macroeconomic team at the National Economic Council. In addition, he teaches courses focusing on the economics of innovation and theoretical economics.
  
  Uri completed his Bachelor’s in Economics and Computer Sciences and his Master of Economics specializing in game theory at the Hebrew University of Jerusalem.

  許泰欣於2003年取得國立成功大學物理博士(1998-2003)。他喜歡研發新穎的光機電整合應用系統與裝置。讀博士班期間，除了生醫感測的研究外，2000-2002年在美國加州大學柏克萊分校太空科學實驗室參與福衛二號衛星科學酬載計畫。2004-2006年期間在俄亥俄州航太所/國家航空暨太空總署格林研究中心服務，開發非侵入式生醫感測系統，於2005年4月獲得成就認證。在金屬中心服務後，開發金屬線電爆炸專利系統生產奈米材料，合作的陽明交大團隊將金屬線在去離子水中電爆炸後的奈米懸浮溶液，進行電致變色與電荷儲存裝置開發，免除有機溶劑與界面活性劑的使用。

  潘恩郁為工業技術研究院材料與化工研究所副研究員，畢業於美國哥倫比亞大學化學工程研究所。任職期間投入奈米材料開發、光電有機材料薄膜及應用、有機無機混成材料應用等研究領域，並參與多項產業合作及技術轉移。近期研究主題為淨零碳排設計之全循環太陽能模組相關封裝材料開發。

  A Senior Science Research Specialist of the SARwAIS Project of the Philippines’ Department of Science and Technology. She currently leads the space science and technology project management team of DOST-ASTI. She also helps with the Corporate Communications tasks especially on the information, education, and communication campaigns of the agency.
  
  Before joining DOST-ASTI, she was one of the information officers of DOST’s Project NOAH– the country’s flagship program for DRRM. She graduated from the University of the Philippines Baguio, took her Master of Arts in Journalism in University of the Diliman, and now is currently taking her Juris Doctor Degree from San Beda University College of Law.
  
  She occasionally writes over online and print [science] newsletters and magazines with a bit of copywriting duties. She also regularly attends and speaks in training and conferences related to DRRM and science communication.

  鄧緒承原服務於中山科學研究院，於1993年加入工業技術研究院航太中心，最後升任副組長。2010年，他轉調至國際中心，從而開始推動國際合作的生涯，並促成和法國、捷克、泰國、馬來西亞的多項合作。2017年，他前往工研院荷蘭高科技園區辦公室，擔任業務主管，並在3年後，接掌工研院駐歐洲代表，駐紥柏林，負責荷蘭、德國和俄羅斯的3個辦公室營運。2022年1月起，他返回台灣擔任策略地區業務群國際長，帶領團隊推動和大洋洲、亞太（不含日本）、中東等地區之合作。

  Karen is the Founder and CEO of Alterpacks with over 20 years’ experience working in global media companies in creative strategy, business development, marketing and communications. After witnessing whole communities choking under the weight of their garbage, she was determined to transform the mountains of waste into a sea of opportunity. Alterpacks uses food disposed by manufacturers to create food containers to replace plastic packaging. The Singapore based start-up worked with the United Nations Development Programme to combat plastic pollution in Indonesia; won the Enterprise Singapore Sustainability Open Innovation Challenge in packaging and is working on several pilots across Asia. Karen is a graduate of the National University of Singapore with a degree in Mathematics and an Honours Degree (2nd Upper) in History. She holds a MSc in Innovation from the Singapore Management University (SMU), was on the Dean’s List and is a Leadership Scholar.

  廖世傑博士任職於工業技術研究院材料與化工研究所，擔任儲能材料及技術研究組副組長;並兼任粉體及粉末冶金協會理事。他的研究領域及專長為鋰離子電池及材料。廖博士1996年畢業於美國羅格斯大學(Rutgers U.-New Brunswick)材料工程博士。1994年獲Hoechst Celanese Graduate Excellence獎。1996至1999年期間在羅格斯奈米材料中心擔任博士後研究員。1999年八月返台加入工研院材料所，2000年獲美國Metal Powder Industries Federation最佳論文獎，2020獲美國R&D100 Awards，已發表四十餘篇SCI論文，25項發明專利，並獲得多項工研院及經濟部創新研究獎。已成功技術移轉多項鋰電池及材料技術給國內廠商並順利量產。
